New Mexico has a rocky gaming past. When the IGRA was signed by Congress in Nineteen Eighty Nine, it seemed like New Mexico might be one of the states to cash in on the American Indian casino bandwagon. Politics assured that would not be the situation.

The New Mexico governor Bruce King appointed a working group in 1990 to draft an accord with New Mexico Native bands. When the task force arrived at an agreement with 2 big local bands a year later, Governor King refused to sign the agreement. He would hold up a deal until Nineteen Ninety Four.

When a new governor took office in Nineteen Ninety Five, it appeared that Indian wagering in New Mexico was a certainty. But when Governor Gary Johnson signed the accord with the American Indian tribes, anti-gambling forces were able to tie the accord up in courts. A New Mexico court ruled that Governor Johnson had out stepped his bounds in signing a deal, thereby denying the state of New Mexico many hundreds of thousands of dollars in licensing revenues over the next several years.

It required the CNA, signed by the New Mexico legislature, to get the ball rolling on a full compact between the State of New Mexico and its Indian tribes. Ten years had been lost for gambling in New Mexico, including American Indian casino Bingo.

The not for profit Bingo business has gotten bigger since 1999. That year, New Mexico charity game providers brought in only $3,048. This number grew to $725,150 in 2000, and passed one million dollars in revenues in 2001. Non-profit Bingo earnings have grown steadily since then. Two Thousand and Five witnessed the greatest year, with $1,233,289 grossed by the owners.

Bingo is categorically beloved in New Mexico. All types of operators look for a bit of the action. Hopefully, the politicians are through batting around gaming as an important matter like they did back in the 1990's. That is most likely wishful thinking.
